[FW] "nomail" set for Techs

For posterity: I disabled this list mailing to Techs. The shim-notify flywheel file-curate gear still sends messages here and to mrtechs at mrctr.upmc.edu (ipad, scheduling address). Techs will get notifications on the mrrc address instead of spamming their personal work emails.
